Terms of Use

 

All Concept Notes will be assessed against two sets of criteria: First, the technical strength of the application vis-à-vis the Terms of Reference for the Thematic Window concerned and in comparison to other applications received. To see the TOR for Windows click here. Second, the following design criteria that relate to the broader goals and strategy of the MDG Achievement Fund:

Impact, Sustainability, and Scalability:

  • Is the joint programme clearly linked to nationally and/or locally-owned public policies and strategies?
  • Is the joint programme addressing public policy or strategic measures that will directly target inequity problems and/or demonstrating how that could be done effectively in the future?
  • Will the proposed programme have a direct and measurable impact on the relevant MDGs at the national level?
  • Is the joint programme model capable of being scaled to have significant policy impact?
  • Do the proposed implementing organizations have the demonstrated expertise and local knowledge to deliver the projected results?
  • Does the joint programme have the ability to continue delivering results after the conclusion of the Fund’s support?
  • Does the proposed programme articulate how it will foster national ownership and does it offer a strategy for ongoing capacity building as an integral part of the intervention?

Approach and measurable results:

  • Is this proposal innovative?
  • Are the proposed joint programme design and methodology adequately developed and clearly based on the initial problem-identification? Are they effectively integrated and appropriate to the aims of the proposal?
  • Have baseline indicators been presented that will allow a comparison between the pre- and post-programme situation? Are they gender disaggregated?
  • Is there a strategy for the participation of national and/or local authorities and other stakeholders in the design, implementation, monitoring and evaluation of the programme?
  • Are operational and funding partnerships appropriate and sustainable?
  • Are costs reasonable for the work described?
  • Are the oversight and coordination arrangements appropriate?
  • Are potential risks clearly identified and acknowledged?

Strengthening the UN at the country level:

  • Does the joint programme clearly and convincingly identify and leverage the comparative advantage of the UN system?
  • Does the programme design call on a mix of inputs from several UN entities with clear leadership and Country Team accountabilities?
