A stronger private sector is essential for development.

Experiences exchange initiatives:  

• Teamworks: creation of a global Community of Practice and learning partnership. Set up and maintenance of a Teamworks space involving JP teams at UN agencies and national counterparts, as well as external PSD practitioners. Good practices were uploaded and discussions facilitated.

• Workshops: A global workshop which took place in Panama City in 2011 was aimed at strengthening JP capacity through knowledge sharing and networking, identifying JP knowledge needs, and setting action items to address existing implementation challenges. A closing workshop was held in 2013 to discuss JP results and strategies for sustainability and impact.
• Webinars: Two webinars took place, one for the Latin America region and another for Asia, Africa and East Europe. The virtual-meeting was designed for the respective JPCs to follow-up on the initial questionnaire sent out for inputs to the MDG-F report on lessons learned and best practices. Its primary purpose was to augment the report by additional complementary inputs from the JPCs of the DPS thematic window. It also provided an opportunity for JPCs to discourse the details and insights of their respective programmes amongst coordinators from other programmes, and to further facilitate the dissemination of knowledge, enabling future joint programmes to capitalize on these experiences.

Studies:

• Baseline study ‘Networks for Prosperity: Achieving Development Goals through Knowledge Sharing’:  In 2011, a baseline study was conducted in MDG-F JP countries as well as regional institutions and select other PSD programme countries. It was developed in partnership with the Leuven Centre for Global Governance Studies. This report discusses the significance of knowledge networks in economic policy and private sector development and points to the important potential benefits of networks for the creation of knowledge.
  
  
  
   
  
  Launches were held in Vienna, Brussels, Busan, New York, Washington, and San Juan to present the findings of the report. In follow-up, at the 14th session of the General Conference in December 2011, UNIDO Member States adopted resolution GC.14/Res.2 “Knowledge networking and knowledge sharing for achieving development goals”. In this resolution, Member States request the further development of global, regional and local knowledge networking capacities and related governance structures.

• ‘Networks for Prosperity: connecting development knowledge beyond 2015’: A second part of the report was published in November 2013 in cooperation with the Leuven Centre. This report features case studies by select experts on the design and governance of successful knowledge networks with a specific focus on south and triangular cooperation.
  
  
  
   

Capacity building:

• Experts Group Meeting on Knowledge Networks and Networks Governance: Held in September 2012 with the participation of 13 notable experts to present their respective academic papers on the subject.
• Briefings to Member States of the 12 JP countries and Spain (four in 2011-2012).
• Bilateral meetings and informative sessions to inform stakeholders about the findings emerging from the PSD plan.

Lessons Learned Report: This report aimed to provide an overview and useful analysis of the MDG-F Development and Private Sector window, and constituted a valuable opportunity for information and experience sharing among UN agencies and JPs supported by the MDG-F. Its purpose was to provide knowledge and substantial insights to future interventions in developing countries regarding the design, management and implementation processes of private sector development-related programmes.

The MDG-F thematic window on Culture and Development, launched in 2007, constituted a milestone for demonstrating the linkages between culture and development.

Experiences exchange initiatives:  

• Workshops: With the aim of bringing together JP teams in the Culture thematic window, regional workshops were convened in Sarajevo, Montevideo and El Jadida in 2011, enabling an exchange of information on JP implementation, lessons learned, success stories and impact. One of the main innovations of these workshops was discussion around the conceptual and practical linkages between culture and development, an area that remains under-explored and which the MDG-F worked to highlight. The outcomes of these workshops can be found in the three workshop reports and will serve as important inputs for future development interventions in the area.

• UNESCO MDG-F Culture and Development webpage provides overview information on the 18 JPs, as well as impact analyses of the JPs for the MDGs and resource material on culture and development.

Lessons learned:

• A publication entitled ‘Knowledge Management for Culture and Development' explains KM and its importance for culture and development, and provides a toolkit for engaging in KM in the thematic area. In particular, tracing the various KM milestone steps, the publication moves from introducing and explaining the notions of collecting, to connecting people and sharing knowledge, to translating and disseminating knowledge products. The publication also provides a general mapping of the activities of the 18 JPs, such as their main beneficiaries, examples of types of action they undertook, the targeted MDGs, and the participating UN Agencies. This publication will be useful for future KM endeavors in this area.

• Regional publications for Asia, Arab States, Africa, Latin America and South East Europe. These publications, translated into English, French, Spanish and Arabic, capture valuable information across the thematic window on achievements and impact on the targeted MDGs, national ownership and participatory processes, success factors and operational challenges.

• Videos: JPs in OPT, Morocco and Cambodia were granted additional funds through a contest to develop short videos illustrating the context of their JPs through an ‘inspiring object’ (links provided below). Finally, a joint video message between UNDP Administrator Helen Clark and UNESCO Director-General Irina Bokova was filmed in July 2012, advocating for the importance of fully integrating culture in the post-2015 development agenda.

The Democratic and Economic Governance (DEG) thematic window aimed to improve governance in the water and sanitation sectors.

Experiences exchange initiatives:  

• Teamworks: A KM space was established where all documents produced by the JPs and the KM strategy were uploaded.
• Wiki: A wiki was established with a compilation of the lessons learned from the JPs.

• Workshops: Two workshops were organized in Manta (2011) and Stockholm (2012), bringing together all JPs in the thematic window to discuss challenges and opportunities experienced in the implementation of DEG JPs. Information and materials on the JPs and other relevant research were shared via a DEG-MDG-F website and Teamworks.

Capacity building

• Field missions: Missions were undertaken to Honduras, Mexico, Nicaragua and Panama to assist each JP in developing KM strategies and undertaking related research.
• Technical support to the JP teams to develop ‘road maps’ for sustainability of each programme at country level.

Lessons learned:

• JP Synthesis report:  A review of achievements, lessons learned and contributions towards the MDG Targets.
• Lessons learned were collected from all JPs. These were presented by JP teams at global workshops as well as disseminated through a dedicated DEG website and the Teamworks platform.

Knowledge Products:

• Video products: Two videos were completed looking at local water management through JP case studies:  the first documents the process and reasoning behind catchment management by local water committees in Honduras for protection of water sources, while the second explores the process of joint management of a common aqueduct in Panama, constructed with funds of the JP, by three local water committees.

• Publication  ¨Review of how knowledge and lessons learned from water and sanitation development projects are shared on the internet¨: This report summarises a review of how, where and to some extent what kind of so-called “best” practices and lessons learned from the water and sanitation community can be found online. It aims primarily to enhance the understanding of “what is out there” in order to align communications and dissemination strategies accordingly, but can also help programme developers and implementers to find useful information on water supply and sanitation

• Publication ¨Incorporation of the gender perspective in the Joint Programme of Water and Sanitation¨. The DEG KM plan also produced some important outputs with regard to gender, such as a paper based on documentary studies and interviews with six of the DEG JPs, and followed up with a survey to generate an overview of the gender activities carried out within the framework of the respective programmes.

• Publication ¨Strengthening women's leadership in Panama¨: This case study details the experience of how women and men of these communities were fundamental pieces in the achievement of the JP objectives.  Very valuable and important results were reached both personally and structurally.

In regions as diverse as Latin America, Central Asia, Africa, the Balkans and the Middle East, many countries still struggle to address the root causes of conflict.

Experiences exchange initiatives: 

• Teamworks Community of Practice:  a Community of Practice was established and facilitated a CPPB Teamworks space and 19 JPs Teamworks spaces as a forum  for knowledge sharing and programme monitoring; achieved 100% coverage training for trainers on Teamworks.

• Workshops: Organized and facilitated a Global Workshop (Panama) gathering both national and international partners; organized and facilitated a Regional Workshop on Citizen Security aimed at gathering knowledge to develop guidelines for the design, implementation and monitoring of public policies on Citizen Security. Workshop reports were produced.

• Web dialogues: In partnership with UN Women, ensured enhancement and strengthening of a gender dimension in the implementation of the Joint Programme (in particular, through the participation of the JPs to the UN Women ‘MDG-F Documentation Initiative’; and the UN Women-led Web-dialogues[1]). This resulted in having the CPPB JPs placing second (after the Gender thematic Window JPs) in the rank of best performing JPs vis-à-vis gender mainstreaming (source: UN Women[2])

Lessons learned:

• Organized and facilitated three Joint Peer Review Meetings (Mexico, Senegal, Slovakia) for identification of lessons learned, sharing of experiences and practices and capacity building.

• Digest of Experiences and Lessons Learned: launched a Call for Proposal for CPPB Knowledge Sharing Initiatives which resulted in supporting five JPs (Bolivia, Costa Rica, Lebanon, South Serbia, fYR of Macedonia) in the scale up of practices and the development of tools and/or strategies (see Section B). The MDG-F's CPPB JP in North Kivu was also selected for this initiative. Despite the impossibility of implementing the proposal presented, the lessons learned were used to inform a new project proposal at country level on reintegration of victims of SGBV.

• Case Study: Knowledge Expansion Guatemala.

Knowledge Products:

• Paper ¨Joint Programming for Conflict Prevention and Peacebuilding¨: The main objective of this paper was to present a comprehensive compilation of lessons learnt and good practices from the MDG-F Conflict Prevention and Peacebuilding Joint Programmes, and to provide a ‘how to guide’ on joint programming for conflict prevention and peacebuilding. It also aimed to strengthen capacity and inform ongoing and future designing and planning of joint programmes.
