The Joint Programme promoted the cultural and social inclusion of marginalised groups and the potential of the creative sector in Costa Rica. It took as a starting point the Parque de la Libertad (Liberty Park), a space for artistic, ecological and cultural-production related projects, which serves 15 marginalized districts in the country’s largest built-up urban area, comprising 700,000 inhabitants.

Urban violence in Brazil’s poor neighborhoods claims thousands of young lives every year. The Joint Programme supported the government in its efforts to prevent violence and promote citizenship, following the Citizens’ Security concept. This approach is being implemented in various countries in Latin America and emphasizes the importance of adopting a multidisciplinary strategy to prevent violence, given the multi-causal roots of conflict.

This Joint Programme's goal was to reduce conflict and promote equity as Bolivia transitions to a democracy which includes greater citizen participation -- particularly of indigenous groups -- and which is more decentralized and socially equitable. The main focus was changing the values and behaviours of people in different social strata, as well as in the structures of the State and civil society, so as to reduce violence and increase conciliation and equity.
