This Joint Programme's aim was to assist and strengthen the Presidential Secretariat for Women and the Office for the Defense of Indigenous Women in their efforts to institutionalise the “National Policy for the Advancement and Development of Guatemalan Women” and its corresponding Implementation Plan (2008-2011).

More than 40% of Colombian women have suffered physical violence, and two women die every day in Colombia simply because they are women. The Joint Programme supported the Government in its efforts to eradicate gender-based violence through an integral and intersectoral strategy that developed the areas of prevention, detection, recording, awareness and promotion of a political and legal framework in agreement with international guidelines.

Brazil's strong economic growth conceals large internal disparities and inequalities, particularly with regard to women and ethnic minorities. This Joint Programme's aim was to reduce gender and racial inequity by supporting the government's work in the design, implementation and monitoring of national policies to promote equality for women and minorities.

Despite achieving the highest average growth rate in Latin America over the last decade, Peru still struggles with inequalities, particularly among youth. While those with qualifications and skills have benefitted from the economic activity, many young people are jobless, and just over half say they would leave the country if given the opportunity. This Joint Programme sought to promote employment and microenterprise for Peruvian youth, and to manage their migration, by creating more and better opportunities for them to secure decent work.
