The programme promotes the revaluation of culture, inclusion, and intercultural dialogue, to bridge the gap of discrimination and social exclusion affecting minorities and disadvantaged groups whose rights and opportunities for education, health, and agricultural production are severely neglected, and thus perpetuates their position of poverty — all as a result of their culture or ethnicity.

The programme contributes towards achieving MDGs I, II, II, V and VII. The programme’s objectives will be achieved through strengthening intercultural public policy, support for revitalisation initiatives in culture and income generating activities, and capacity building for statistical analysis and information on cultural and ethnic diversity. This programme is based on the experience of the UN Working Group on interculturalism. It promotes strengthening alliances with public, national and local organisations in 9 priority territories (provinces) in the country.
