Occupational Outlookin Turkey
Summary
This report presents basic medium-term projections of population, labour force, and industrial employment projection to 2020 in Turkey and critically evaluates the necessary components to a successful job training strategy.
Some conclusions were that large employer organisations can implement vocational training programs depending on the vision of their administrations, but it is harder for smaller or traditional establishments to do likewise. Lifelong learning and training must essentially be government-induced activities, if for nothing else, because of the positive externalities inherent in the provision of the education and training public good. The author cautions against the necessarily short-term and restrictively local emphasis of many market assessments. What is needed is an occupational outlook exercise at the national level.
